Windows ignores a filename change unless you actually change one or more of the characters completely. Add a random character to the filename with one rename operation, and then remove it while changing the original characters to capitals with a second rename operation; this is time consuming, but works.

There are hundreds of bulk renaming utilities that will transform whole directories (and all their sub-directories) at a time. The built in move command may also do the trick. How can I change file names to all CAPS?I use MultiRenamer for that. It has preview so I can see what the output will be. And the undo option if I did smth wrong:)
