How do you change a file extension on Vista?

I tried changing the name but it won't work, i also tried converting it but it won't work either. Is there a way to change the file extension on a file on Vista? The file extension is m3u BTWHow do you change a file extension on Vista?.m3u is a playlist format - it isn't an audio file
